The sites that use server side scripting tend to be more expensive to develop but due to the growth of opens source software has meant a considerable cost reduction. A site that only needs a few static pages is best developed using HTML and css.
A lot of the times sites will include both technologies working together for greater functionality.
Despite what technology is behind a website the fundamental principles do not change . A site must have a clear function which it performs and it must be developed using valid code. The navigation should be user friendly and it must be accessible as should all sites.
